MONTGOMERY, Ala. (WIAT) – The Alabama Department of Education released the list of schools that are on the failing list. There are 78 schools on the list statewide, 24 schools are in the Birmingham viewing area. The schools on the list were chosen if they fell into the bottom six percent statewide for their state reading and math scores, at least three times in the last 6 years. State Superintendent Dr. Tommy Bice says its important to recognize that some of the schools on the list have made significant improvement over the last 6 years but he was prohibited by the Accountability Act from taking them off the list.
Parents who have children on the failing school list may transfer their children to a non-failing school or a private school and get a tax credit. The approximately $3,500.00 tax credit can be used to help offset costs in a transfer. An amendment to the Accountability Act stipulates that no public or nonpublic school may be forced to enroll a student. Representative Paul DeMarco says in addition, that parents in a failing school must first apply for a transfer to a non-failing or private school within their own school system before going outside their school system.
Dr. Bice says he has no way of knowing how many students will be requesting transfers. Parents have until August 1st, 2013 to apply for a transfer. The money to pay for this will come from the State Education Trust Fund.
