CARBON HILL, Ala. (WIAT) – Jasper Attorney Thomas Carmichael, who represents one of the women accusing Carbon Hill Mayor James “Pee Wee” Richardson of sexual misconduct, filed a federal lawsuit last Tuesday.
The lawsuit also includes the city for not safeguarding inmates.
The victim claims Richardson made suggestive comments and remarks during her time incarcerated at the jail.
She says in early May, Richardson took her into his office and touched her inappropriately.
The suit lists 11 counts that the victim believes show the mayor and city violated her rights and did harm her.
Carmichael says one of the main goals of the civil suit is to get the city to create, establish and maintain standards, practices and procedures to safeguard inmates in the future so that this never happens again.
Richardson was arrested Friday on 11 counts — including harassment, sexual abuse and soliciting prostitution.
The indictment alleges he had sexual contact with four female inmates while some were incarcerated in the Carbon Hill Municipal Jail.
It also charges that he solicited prostitution from one of the victims.
